Takes a character string and outputs an integer using atoi.  The strings are DIMB long.

Inputs:  

char SigIn[DIMB] - Input Signal (ND)
    

Outputs:  

int SigOut - Output Signal (ND)

Dimensions:   DIMA = length of input string
