Description:   The StepInput component will output the first value up until CTime. It will then
output the second value for the remainder of the simulation. 
 
Inputs:   SimRealVar First – The first output value (ND)
SimRealVar Second - The second output value (ND)
SimRealVar CTime - The time when the output is switched from the first to the second value
 
Outputs:   SimRealVar StepOut - The current output value (ND)
